HOUSE TRANSPORTATION STANDING COMMITTEE Anchorage, Alaska November 28, 2000 1:35 p.m. COMMITTEE CALENDAR OVERSIGHT HEARING: DRINKING AND DRIVING TAPE(S) 00-31, SIDE(S) A & B 00-32, SIDE A CALL TO ORDER Representative Andrew Halcro, Chairman, convened the House Transportation Standing Committee meeting at 1:35 p.m. PRESENT The only committee member present at the call to order was Representatives Halcro. Other legislators participating were Representative Berkowitz, Green, and Murkowski. SUMMARY OF INFORMATION The following people presented information and answered questions: JAMES CRARY, Anchorage, presented information promoting an increase in the excise tax on the sale of alcohol. SIGURD MURPHY, JUDGE, Alaska District Court, outlined the court process and discussed the formulation of drug courts. TERI CARNS, Alaska Judicial Council, offered information regarding the Alaska Criminal Justice Assessment Commission (CJAC) recommendations. DUANE UDLAND, Chief of Police, Anchorage Police Department, Municipality of Anchorage, addressed enforcement. JOHN RICHARDS, Prosecutor, Municipality of Anchorage, discussed options. BOB BAILEY, Co-Chair, Municipality of Anchorage's Driving Under the Influence of Drugs or Alcohol (DUI) Prevention Task Force, discussed the group's recommendations. MARTI GREESON, Executive Director, Anchorage Chapter, Mothers Against Drunk Driving (MADD), discussed options. DOUGLAS GRIFFIN, Director, Alcoholic Beverage Control (ABC) Board, Department of Revenue, discussed regulatory oversight. MARY MARSHBURN, Director, Division of Motor Vehicles, Department of Administration, (via teleconference), discussed regulatory issues. GREG TANNER, Lieutenant, Alaska State Troopers, discussed enforcement. PAM WATTS, Division of Alcoholism and Drug Abuse, Department of Health and Social Services, discussed recommendations.
